Overview of NDP
2007 - 2013 National Development Plan
The new €184 billion National Development Plan 2007-2013, building on the significant social and economic achievements of the NDP/CSF (2000-2006) was launched in January 2007. The Plan will be entirely funded from exchequer resources, so there will be no EU structural funds involved and therefore no EU monitoring or review role. The NDP will incorporate and build on Government policies and strategies already published, such as;
- National Spatial Strategy
- Transport 21
- MACIF
- NEAP/NRP
- NAPS/NAPSI
- NRDS
- Towards 2016
The NDP will continue investment in the main sectors of the economy as heretofore and will address:
- Economic & Social Infrastructure
- Productive Sector
- Human Capital Investment
- Agriculture and Rural Development.
The new NDP 2007-2013 will now be prepared in circumstances where the National Spatial Strategy is now official government policy and the blueprint to address the core issue of balanced regional development. The proposed development of key centres of critical mass to challenge the dominance of Dublin is generally to be welcomed and it is understood that the NSS will therefore be a key strategy in the NDP 2007-2013. A consensus is emerging that the NDP will need to provide significant investment to develop the Gateways.
The Plan builds on, and consolidates, the achievements of the previous Plan, and provides €54.6 billion for investment in economic infrastructure; €49.6 billion for social inclusion measures (children, people with disabilities, etc.); €33.6 billion for social infrastructure (housing, health, justice, etc.); €25.8 billion for human capital (schools, training, higher education, etc.), and €20 billion for enterprise, science and innovation.
The NDP/CSF (2000-2006) involved an investment of €57 billion of Public, Private and EU funds in numerous projects and initiatives throughout the country including education, roads, public transport, health services, social housing, rural development, industry, water and waste services, childcare and local development.
Transport 21
Transport 21 is the capital investment framework through which the transport system in Ireland will be developed, over the period 2006 to 2015.
