- promoting healthy lifestyle
- preventing, diagnosing and treating ill health
- caring for those with long term illness and disabilities
- providing social services to individuals and families at risk
Who the HSE are:
The HSE is the biggest employer in the Midlands with approximately 5,000 staff employed in Laois, Longford, Offaly and Westmeath. Staff comprise of a wide range of disciplines including doctors, nurses, technicians, caterers, porters, gardeners, clerical officers, managers, therapists, etc.
What the HSE do:
The Midland Health Board provides health care and social services for more than 225,000 people in Laois, Longford, Offaly and Westmeath.
Services the HSE provide:
The Board provides an extensive range of services to the people of Laois, Longford, Offaly and Westmeath.
Acute Services
Acute Services look after the acute care needs of patients including critical and minor illnesses, accident victims, older people and maternity care. This service is provided at the Midland Regional Hospital at Tullamore, the Midland Regional Hospital at Portlaoise and the Midland Regional Hospital at Mullingar. Mental Health Services are provided throughout the region with two psychiatric hospitals, one at Mullingar and one at Portlaoise. Complementing our acute services is our Ambulance service, which provides care and transportation of the seriously ill and injured, from strategically located ambulance stations across Laois, Longford, Offaly and Westmeath.
Community Services
Provides health and personal social services to our population in their own homes and in community based settings. These services include; Childcare Protection and Health, Care of the Older Person, Services for persons with Physical and Sensory Disability, Illness Prevention, Welfare Services, Primary Care and Health Promotion.
Mental Health Services
Mental Health Services are provided in both community and hospital based facilities. The function of these services is to promote positive mental health, treat acute mental illness promptly and those suffering from long term mental illness.
Intellectual Disability Services
This service is provided by the Board in co-operation with voluntary agencies. The service aims to develop the person with an intellectual disability to the maximum of his/her potential. Today, many patients who are unable to look after themselves on a permanent basis can now find accommodation in residential homes, day care centres, community homes etc., depending on the level of care needed.
Services for Older People
The Board provides services for older people in a number of settings including the home, the community, acute hospitals, and care centres. Services offered include health promotion and disease prevention, diagnosis, treatment, care and rehabilitation. Our mission is to maintain the independence of older people by improving community services so that where possible they can stay in their own homes. We also aim to improve linkages in the continuum of care between home care, community care, acute care and long stay care.
The Department of Public Health & Planning
This department manages the science and art of promoting health and preventing disease through the organised efforts of society. The focus of the department is to:
- Measure, monitor and report on the health status of the Board's population.
- Contribute to the development of health information systems.
- Implement the Board's health promotion strategy.
- Advise on environmental impact on health.
- Undertake surveillance, prevention and control of communicable disease.
- Identify and assess the needs and requirements for service provision.
- Provide advice on the monitoring and evaluation of outcomes of service.
Human Resources
Responsible for co-ordinating the recruitment, human resources development and employee relation's activities of the organisation. Recruitment is an ongoing process in the Board and much time is spent finding the right person for the right job. The Board is a learning organisation and supports continuous education for all our staff.
Management Services
The Management Services Department (I.C.T. Services) are responsible for:
- the secure and efficient implementation and operation of IT services and systems
- providing IT enabling technologies for more effective service delivery
- development of an IT related communications infrastructure that will enable access for employees, service providers and clients of the Board to the full range of systems and information available..
Technical Services
Responsible for the maintenance of our buildings ensuring maximum comfort and safety for everyone. This department also looks after new buildings from planning to completion. Energy and waste management also fall into the responsibility of Technical Services.
Financial Services
Support the management of the Midland Health Board budget.
Corporate Fitness
The Corporate Fitness function exists to assure the quality, effectiveness and safety of health service delivery systems and is accountable for internal and external communications and the implementation of a people-centred focus in all aspects of healthcare. The following departments fall under the responsibility of the Director of Corporate Fitness;
